Article 41 of the French anti-waste and circular economy law (AGEC), amending Article L 120-1 of the French Consumer Code, defines bulk sales as :
“the sale to the consumer of products presented without primary packaging in quantities chosen by the consumer, in reusable or reusable containers”.
This definition may suggest that bulk sales do not require packaging.
While bulk sales do indeed save a significant amount of single-use packaging (sales and consumption units), they nevertheless use packaging whose essential functions are the same: to protect, preserve, enable logistics operations and provide information.
How can we further minimise the amount of packaging and limit its single use, moving towards bulk packaging that is ever more respectful of the product, the consumer and the environment?
The bulk market of the 21st century is still being invented: innovation must accelerate if this sales method is to become established and develop.
